Where lies the divide?

Several years ago, when I began graduate school, there was lots of talk about the digital divide: that enormous segments (when explored by socioeconomic status) of society lacked basic access to computing and internet technologies.

Access, however, is increasing. According to a recent study by eMarketer, almost half of African American families will soon be online. Research produced by the Pew Center for Internet and Society shows similarly staggering gains (albeit not segregated by SES or population group).

This development is intriguing in that it shifts discussions from those about access to those, instead, about use. What do we call the 'use divide', which can be defined as the divide between those who are, and aren't, savvy in applying digital technologies for maximum personal/productive impact? How do not just teach with technologies, but teach about which technologies are appropriate, and how to apply them, in a given problem/challenge context?
